note:: 所以这应该是美国政府的真实规划，如果只是中等努力的话，2005年核聚变就实现了，但是funding一直是超级不给力，所以可能永远都实现不了了，是不是有些其他领域一直不能加速实现，也是因为给的不够多（至少是不能像战争年代那样，给的足够多），比如说人工智能？
